Work program 2004-2005 of the CEI


Theme decided for 2004 is the administrative and technical requirements of noise protection activities. It is necessary to have knowledge about the monitoring procedure and the limit values in the CEI countries and it is useful to create an information exchange forum about the noise reduction activities and the experiences of the action plans.
The implementation of the 2002/49/EC directive relating to the assessment and management of environmental noise is a crucial point in the field of the noise protection policy in all countries. It would be useful to create a type of guideline about the best practices, experiences relating to the implementation and suggestions.

In first step the detailed questionnaire on the topics has built for collecting the useful, interesting and important information, experiences and best practices of implementation of the 2002/49/EC directive relating to the assessment and management of environmental noise.

The questionnaire was via e-mail to all participants.

Evaluation of the questionnaire

The questionnaire was evaluated during the year. The answers help to identify good practices and draw general conclusions, including recommendations for all participant countries in the field of noise protection

Discussing of the results

The results of the evaluation will be sent out to the participants, and will be discussed in the framework of a common Task Force Meeting on Noise in 2005.

Organisational arrangements

In order to allow for direct input from all members of the new task force, the Internet connection with the Hungarian focal point is useable. The collection and evaluation of the questionnaires is a task of the Hungarian partner.

Result of the questionnaire

CEI activity in the field of noise protection, the main objectives of the questionnaire

Suggested priority theme for 2004 was the administrative and technical requirements of noise protection activities. The working group decided that it would be necessary to have knowledge about the monitoring procedure and the limit values in the CEI countries and it would be useful to create an information exchange forum about the noise reduction activities and the experiences of the action plans.

In first step a detailed questionnaire on the topics specified above was built for collecting the useful, interesting and important information, experiences and best practices of implementation of the 2202/49/EC directive relating to the assessment and management of environmental noise. The questionnaire contained:

· General experiences, requirements (limit values, action plans), problems, suggestions and best practices relating to the noise protection.

After the opinions of the participants about the scope and content of the draft guideline was created this summary guideline that is available on the EST goes EAST Hungarian WEB Side. The Hungarian Ministry of Environment and Water plans to make a brochure from the guideline and sent it out to the participants until the end of 2005.

Detailed evaluation of the filled questionnaire coming from CEI participants related to the questions step by step

The questionnaire was answered by 7 countries: Italy, Austria, Croatia, Bulgaria, Czech Republic, Slovenia and Poland. The evaluation was focused on these answers, the Hungarian was out of them, because it is completely ready to application, Hungary has finished the harmonisation procedure.

The task of the evaluation was to discover the defaults for finding the way of their compensation and improving the harmonisation procedure.

Time period

The definition of the range of time period was made after the directive except one country, where there was not found information about the imagination of the planned procedure.

Assessment methods

In some countries there is instability, whether the national methods are appropriate to the directive or not.

Strategic limit values

The definition of the strategic limit value is on going, in Croatia and Poland is missing.

Areas covered by noise mapping

In most countries the determination of towns, roads, railways are done, except Italy and Bulgaria where the determination of roads and railways are missing.

Figures of the process

All countries have already determined the participants of the noise mapping procedure.

Professional organisations

The effective participants who can contribute to process are very different, their efficiency shows a mixture. Croatia, Italy and Bulgaria had no opportunity to measure this question.

Information of public, and involving into the decision making process

In this field the answers and also the directive are not definite enough. The answers show big hesitancy. The involvement into the decision making procedure is a problem in “old” member states as well.

Harmonisation

The harmonisation procedure is done in Italy and Austria.

Conclusion and recommendation

The implementation of the 2002/49/EC directive relating to the assessment and management of environmental noise is a crucial point in the field of the noise protection policy in all countries. The Central European Initiative (CEI) decided to evaluate the harmonisation procedure in the CEI countries for having more information about the problems and difficulties of applying the directive.

The Hungarian coordinator created a questionnaire from the relevant points of the directive to collect practices, and make an information exchange to make clear the most important questions.

The questionnaire covers all problems that have to be decided by the member states. The harmonisation procedure is continuous in all country; only Italy, Austria and Hungary have it finished completely.

After the comparison of the harmonisation procedures in more cases there are already unclear areas such as the measurement procedure, the involved authorities and professional organisations or the question of publicity.

In some cases the determination of towns, roads and railways are missing.

The guideline contains the comparable tables about the harmonisation steps from country to country. All relevant questions are evaluated in a table. The 3 colours blue show the up to date process, the darker it is, the appropriate the solution.

In conclusion after the Hungarian experts’ opinion the Hungarian harmonisation procedure was the most entire among the 8 CEI member states. For improving the harmonisation procedure and solve the unclear questions we recommend to follow the Hungarian process. The governmental decree is available in the Annex II.
