The Budapest Transport Association (BKSZ) – following the example of western-European countries – is established in the suburban area of Budapest, and would be an effective means of reducing the commonly-known unfavourable effects of motorization.

In order to reducing (or proportioning in time) the financial burdens of the program, the Budapest Transport Association is established in several stages:
– in 1st September 2005 launched of combined passes, making possible the partly common utilization of the services provided by BKV (Budapest Transport Company), MÁV (Hungarian State Railway Company) and Volánbusz (regional bus company serving suburban area of Budapest),
– realization of a unified tariff system among all service providers, by the launching of the electronically controlled ticket-validating system (until 2010),
– realization of a real Transport Association (after 2010).

The launch of the combined passes would be highly convincing and of relatively low cost, giving the government the opportunity to demonstrate the priority of the environmentally friendly means of transportation, and to ease the everyday transport of the nearly 3.3 million residents as a potential public transport customers of the area.

This step requires several important administrative measures:
– gradual harmonizing of railway and interurban bus service tariffs (can be realized several stages),
– harmonizing the local and interurban tariff discounts for preferred travellers (can be realized in several stages),
– establishing the account organ of the Budapest Transport Association with the proprietary background of the Ministry of Economy and Transport and the Municipality of Budapest,
– assuring the service providers the payback of the fall in income due to the change of tariffs, with the joint financing of the Ministry of Economy and Transport and the Municipality of Budapest.
