GP: Promotion of safe and increased bicycle use in Venice - Italy PDF Print E-mail

This measure promotes the use of the bicycle for residents, commuters and students through the implementation of an integrated package of projects and infrastructure.

Objectives / Innovative Aspects

Increase significantly the use of bicycles in daily urban trips in Venice that is now about 7% of total, by specifically targeting residents for urban displacements and shoppers. Short trips are currently made with private vehicles in a great percentage and the objective is to incite to a more sustainable mobility.

There are now more than 4.800 parking places in public roads plus parking areas in city centre, and there is a continuous demand to support commercial activities by providing more car-parks.
Commuters and shoppers need to change approach in the way they frequent the city centre (more than 7.500 vehicles enter in city centre every day in rush hour, of which 4.500 for work). It will be possible to make this change in mentality by using communication campaigns and infrastructures as safe bike racks, giving the opportunity to citizens to leave their cars out of the centre using innovative methods as bike-sharing scheme.

Currently 2.000 high schools students (about 25% of the total) living in Venice mainland go to school every day by bicycle, plus a great number of students of elementary and middle schools; the objective is to give them education in the use of bicycles and safe routes to connect residential areas with school districts.

The measures

The purchase and positioning of 50 secure bike racks;

Start up of the public bicycle-sharing scheme, with a fleet of 20 bicycles in two strategic points in the City:
The Bike Safely to school project involving the implementation of road and environmental education in 10 schools and the dentification, communication and signposting of safe home-school bicycle routes with 3 local elementary and middle schools.
The setting up of a Pensioner Bicycle Officer Scheme that foresees the accompanying of groups of elementary school children by local Pensioners on the safe routes defined and the creation of guarded bike parks in 3 elementary and middle schools with the Pensioner bicycle officers.

Design and implementation of multimedia communication campaign.
The creation and application of the Italian version of the interactive software aimed at educating children in understanding and managing dangerous traffic situations with the City of Venice.

Implementation status

This measure is managed by the City of Venice.
The work of the Bicycle Office has been to analyse bicycle attractive sites and important interchange sites to locate new (safe) bicycle racks: they will be positioned in the points with the greatest bicycle traffic.
The strategy has been to increment the attractiveness of bicycle use by smart positioning of facilities.
The next step is the purchase of the bicycle racks.

The design of the improvement of safe home-school bicycle routes with local elementary schools, is almost defined and the works should start between January and March 2007.
The offices are planning the communication campaign of road and environmental education to be implemented in 3 schools. These activities will start after the end of the works to improve home-school bicycle routes mentioned before (Delivery month of design month 28).

A campaign of interviews conducted on the phone (circa 1.000 interviews) started at the end of April aimed at monitoring the use of the bicycle and evaluating the increase in number of trips made by bicycle and in particular the number of home-to-school trips. The interview survey ended in June.
This campaign will be useful for the evaluation of the impacts of the measure.

In September, during the mobility week, was presented the study and monitor the use of bicycle for urban movements, with specific data for home-to-school trips. The collected data, compared with the national statistics campaign made in 2001, will be useful for evaluation of impacts during the project.
The 3rd of November it has been approved the bicycle master plan with a strong local political support. This relevant support of the municipality will influence positively the success of the measure. The plan will guarantee a fast extension of bicycle lanes, with new funds available from the car-parking fees.

The definition of the new updated map of cycling lanes and paths for the Venice mainland is in progress. The map will be distributed to local elementary and middle schools. This is the 3rd edition, after 2003 and 2005. It is expected to be printed and distributed in February 2007.

(Expected) results

The expected result is to increase the number of total trips in the mainland made with bicycle of about a 10% by the end of year 2006.

Increasing the number of students going to school by bicycle could reduce considerably the number of private vehicles running in rush hour; the target by the end of 2006 is to reach 30% from the actual 25% of the total bicycle trips made every day with a “safe to school campaign” and interactive educational programme.

With the new infrastructures and the system of bike-sharing, the target of commuters and shoppers could have a great increase in categories that rarely use bicycle. The bike-sharing scheme with 20 bicycles can have a target of 2 users per bicycle every day, and every year could be around 25.000 trips per year.
