Car pooling in Rome


A simulation model has been developed and installed by ATACs Sustainable Mobility Department, and integrated with the MM System. ATAC provides legal and technical expertise and support through computer-based tools, which allow the analysis of the different needs of companies and persons involved, and help to develop the HWTP.

Objectives/ Innovative Aspects

To change current travel habits, in particular the use of private vehicles, and to raise awareness about Home-to-Work Trip Plans (HWTP) alternatives.

The measures

Rome has a very high number of employees who travel to and from work every day. During peak hours many cars carry only one passenger. Car pooling is the sharing of rides in a private vehicle among two or more individuals. Some company car pooling crews already exist, but in a disjointed and spontaneous form. It was necessary to develop a new and systematic approach, in order to achieve an organised system of collective car use.

Implementation status

A comprehensive survey campaign has been completed in order to analyse current travel behaviour in the Laboratory Area. For this purpose more than 100,000 interviews have been processed. A simulation model has been developed and installed by ATACs Sustainable Mobility Department, and integrated with the Mobility Manager System. This model can be used to manage the car pooling service in the laboratory area. The model uses origin and destination data, and incorporates some revealed preferences about trip characteristics and time scheduling.

ATAC has identified a specific area, inside the rail ring, in which to provide support to those mobility managers who want to promote car pooling amongst their colleagues. In particular ATAC provides legal and technical expertise and support through computer-based tools, which allow the analysis of the different needs of companies and persons involved, and help to develop the HWTP. So far, several HWTP and potential car-pooling schemes have been designed. As far as the Municipality offices are concerned, a group of 480 employees have been involved in the first experiment and 160 car pools have been formed. The Policlinico Umberto I° has had an even greater impact, with 600 employees signed up and 200 crews formed.

A HTWP has been produced for the Ministry of Public Health and submitted to its Mobility Manager (100 employees, 23 crews created). Agreements have been made with local garages, in order to provide special facilities on rates.

(Expected) results

Car pooling services can be offered to a potential user group of 100,000 citizens. The aim is to increase the level of vehicle occupancy for home-to-work trips by 20% in specific destinations located in the Laboratory Area.

Project updates

During November 2005 the main outlines of the final assignment to ATAC to re organize the activities of car pooling in Rome, were completed and approved. The task is twofold:
* upgrading and re-arrangement of the service in the Policlinico Umberto I (updating of the data base, re-definition of the criteria of eligibility of the carpooler crews etc.)
* creation of new experiences in Companies complying with a series of characteristics such as : existence of large private parking facilities, existence of spontaneous activity of carpooling, existence of commercial agreements with private garages.
Activities started in March 2006.

ATAC would like to continue its experience in Rome and to create new pilot projects with five companies. This would allow ATAC to better investigate the potential and implications of the car pooling system. ATAC is waiting for an act from Rome Municipality's Mobility department, to enable this to happen.
