The emerging political, social and economic integration of the European countries dominated by the expansion of the E.U. towards the Eastern countries sets new challenges and opportunities for transport.The current discontinuities and infrastructure limitations should be recovered, aiming at more effective and low cost integration of all the parties involved in multimodal transport chains. GILDANET, responding to this demand and based on the results of TRANSLOGNET/GILDA, has formulated an advanced ICT oriented implementation plan.This plan articulates in the following objectives:
· To enhance existing ICT-solutions (GILDA Italy, TRANSLOGNET, LOGLINE, other CADSES area transport portals) with capabilities to cooperatively support transnational transport chains. The approach used will be based upon recent developments in the area of interoperability, notably in the area of e-business and e-government. Specifically, efforts will be made to build upon the recommendations and deliverables of international standardization bodies such as UN/CEFACT, OASIS and ebXML.
· To build pilot systems, interconnecting ICT-solutions (GILDA Italy, TRANSLOGNET, LOGLINE, other CADSES area transport portals) among themselves and with legacy applications of other public/private actors (e.g. Custom, national/public administrations, VTS systems...) to support specific transport chains, such as perishable goods, automotive and empty containers. (ref. 4.2 projects in other INTERREG IIIB measures). These pilots will have to cover all pertinent processes of international transport chains.
· To define appropriate business models, showing the value add of these services to its clients and proving the sustainability of these ICT-services businesses to their stakeholders.
· By means of provision of these open and easy accessible ICT services, to establish a level playing field for SME‘s and global players in planning and participating in multi-modal networks; allowing for interoperability not only between different competing transport sector applications, but with production and distribution processes as well.Main concept of the whole project is to develop regional (per country) platforms operated over Internet, which will interoperate with the GILDANET Integrated Portal. Through this portal and in combination with the applications that will be developed, all public and private organizations acting in the logistics freight transport sector can cooperate and perform their business and transport transactions. A significant activity will consist in the integration/customization of existing systems of public and private organizations participating in the project. More particularly, assistance will be provided to the latter parties in order to integrate selected legacy systems with the applications to be developed in GILDANET. With regard to these purposes, the needed resources, contacts and information have been envisaged in the project definition and planning, and will be assured by the project partners and supporters (see complete list in chap. 2 and 3.5) and by the funds allocated in the related WPs.All the above activities will end-up in demonstrators that will be implemented in the context of the project. Upon development, the demonstrators will extensively be tested prior to their operation.

The prime aim of the GILDANET project focuses on the evolution, extension and consolidation of the GILDA systems, prototypes developed under the INTERREG IIC Programme as a widely accessible IT support solution for the information and document exchanges among authorities and operators of the intermodal transport. The aim will be articulated on three main axes of goals:
1) to progressively create a self-sustainable (marketable) system, intended as an open platform of integrated and differentiated services in a transnational dimension, able to stimulate and satisfy the various user categoties needs for improvements in the overall efficiency and effectiveness of the intermodal transport chain management;
2) to bring the system in line with the most relevant technological and business standards and codifications, thus increasing its openness and interoperability;
3) to integrate new tools and functionalities to provide a wider range of IT support all along the intermodal, transnational transport and logistics chains, improving the added values for private operators, for institutional agencies, as well as for the public policy aiming at the promotion and facilitation of integrated and sustainable transport. The project proposes to transform the existing infrastructures into a working system based on reference architecture for the logistics at European level in full coherence with the user’s needs and the emerging standards for mastering the business processes, using advanced Information and Communication Technological (ICT) solutions. To meet the above objectives, a variety of actors will be considered, together with a targeted set of test cases (pilot actions focused on real, specific and demanding logistic chains).INTERREG IIC projects GILDA and TRANSLOGNET have established integrated telematic solutions at a national level, adopting, in principle, compatible technical and technological approaches. Since the focus of these projects mainly involved the port community, GILDANET must build on the previous results in order to face a series of open issues such as, management of integrated multimodal logistics chains, transnational integration of existing platforms, increased interoperability and interconnectivity of the parties, standardized mechanisms and communication protocols, harmonization of processes and document exchange, business plans and start-up activities as well as advanced training for full scale operation of the end solution. The end products delivered during INTERREG IIC by the GILDA partnership ensure the maturity of the project objectives and the optimisation of the follow up activities. Having implemented state of the art technological platforms for the port activities, GILDANET consortium will move on incorporating a) new functions supporting other transport and logistics activities and b) a transnational level of operation. Since, the trade evolution sets the requirements for multicountry and multimodal transport chains, GILDANET will facilitate the acceleration and continuation of the info-logistics along relevant transnational freight corridors. The project will make use of previous experience in the sector, however through its strong user orientation; it aims at providing a new dimension in terms of an open, operational and organizational european platform for the information and document exchange in the field of intermodal transport and logistics.The proposed project will attempt to model the essential business processes within the transport chain, and to identify, define and implement the associated electronic document formats and processes. The guiding principle of GILDANET will be to utilise existing components as much as possible and to perform analysis, development and roll-out activities with the maximum involvement of the actors of the intermodal and transnational transport community, also with reference to international standardization bodies, such as UN/CEFACT.By means of adopting these standards and international procedures it is expected to ease the integration with established global operators and public authorities (i.e. customs) alike. Specifically the project will attempt to align GILDANET services with the requirements emanating from public institutions and international initiatives designed to lower the barriers of trade, such as the „Single Window“ initiative of UN/CEFACT.The project aims to adopt the emergent international standards built on interoperability of existing management services systems. Specifically the project aims to use ebXML compliant repositories to eventually contain descriptions of the particular services, the necessary business processes and the associated documents of each participant in the transport chain. Internet and WEB applications are consequently the reference technologies for the solution to be developed and implemented on site. Adherence to ebXML, the system architecture promises to open access to the markets to SME‘s by lowering the entry barriers, thus enhancing the competitiveness and efficacy of the intermodal transport sector.
The main results of the project focus on the following thematic areas:
1. Technical/operational level: GILDANET will introduce an integrated and open information network between the partners of the transport chain and other relevant parties. Emphasis will be put on the real time electronic transactions, Tracking and Tracing of cargo and vehicle, information dissemination, Decision Support Systems, interfacing with the end users, interconnected/interoperable ICT systems at a transnational level and adoption of advanced communication protocols.
2. Administrative level; The project will develop and promote the electronic interchange of formal messages/documents using standardized contents and formats; it will provide a globally accessible and interactive gateway; it will attempt to harmonize formal procedures with public sector authorities; it will develop a comprehensive education programme for the familiarization of various user categories towards the full scale operation of the system.
3. Organizational level: The appropriate organizational structure and processes will ensure the effective, reliable and economically viable operation and management of the end products. The business plan will identify and recommend the practical and commercial steps to be followed for the exploitation of the GILDANET solution, toward a self-sustaining market share and/or public/private partnerships. In particular, at a transnational level, the organizational dimension is critical for the maximization of the benefits for the transport actors.A continuous process of information collection, result assessment and dissemination will be set up and will accompany the entire project implementation; the same process will be used to promote the deliverables of the project (i.e. core components, business process models) to other initiatives and standardizing bodies. A comprehensive analysis and design phase will be performed, using existing building blocks as much as possible but relying on business models developed by others as well (i.e. the International Supply Chain Model of UN/CEFACT). As a result, requirements, process descriptions and business documents relevant to transport chain will be available. Considering the particulars transport chain selected for the pilot developments, (the empty container case, the transport of perishable goods and the automotive supply chain) these models will be further refined also focussing on the interactions with the interested public administrations. The project will deliver advanced prototypes and live demonstrators running along long distance transport chains involving transport logistics actors from all countries participating in GILDANET. An exploitation plan will provide the necessary input for the operational and economic feasibility of the GILDANET solution and initiate the strategic plan for the full-scale operation of a viable in all senses transnational/intermodal logistics chain management system.
