Objectives / Innovative Aspects

In order to solve its increasing traffic problems, partly due to goods transport in urban areas, Craiova aims to create a pollution free centre area and to develop a plan for goods distribution.

The measure will introduce an incentive system for using non-polluting cars for freight distribution in the city centre, which will be labelled as a pollution free area. This incentive system will allow free access in the area for electric cars and an entrance fee for the internal combustion cars, based on the following criteria:

 

  • Euro 4 - 20% entrance fee
  • Euro 3 - 40% entrance fee
  • Euro 2 - 60% entrance fee
  • Euro 1 - 80% entrance fee
  • NonEuro - entire entrance free, for pay

The entrance free will be established by the municipal council.

The plan for freight distribution, and the consequent system of access in the centre area, will be for the first time introduced in the city of Craiova thanks to the CIVITAS MODERN project.

The Measure

Before CIVITAS MODERN began, the city of Craiova did not have an appropriate plan for goods distribution at urban level. Each industrial and commercial company had its own system for goods distribution, which did not take pollution levels in urban areas into account . The regulation only established that goods distribution could take place two hours in the morning and two hours in the night as to not interfere with commercial activity.

The development of the local economy, the decrease of unemployment rates, more stable jobs and the increased level of salaries and disposable incomes resulted in an increased need for goods. Traffic became more congested, streets less safe and more polluted.

The implementation of this measure, by creating a free pollution and establishing stricter rules for goods distribution, will transform the city centre into a more sustainable walking and shopping area.

The implementation of the measure includes research, dissemination, training, demonstration and evaluation activities.

  • Launch of one access restriction scheme in city centre, to be submitted for approval and implementation by the Local Council

(Expected) Results

After implementation of this measure, pollution levels in the city centre are expected to decrease. Moreover, goods distribution will be smoother and more regulated.
