The City of Iasi is located in north-eastern Romania and is the second largest Romanian city, after Bucharest, with a population of 366,000 inhabitants. It is also the center of a metropolitan area, which occupies a surface of 787.87 square kilometers, encompassing a total population of 398,000 inhabitants.

Commuters using their own car to work rarely bring other passengers. As a result private cars with low occupancy rates going to the business districts are one of the main contributors to congestion problems, particularly in the morning. In addition daytime parking occupies valuable urban space and makes it more difficult for visitors and customers to find parking. Increased wealth and car ownership will worsen these problems.
A business district shuttle bus may be a more cost efficient way to cater for the special needs of commuters going to work in the morning and leaving for home in the afternoon rather than expanding existing bus services.
The measure is intended to help develop an economically viable transport solution to serve commuters traveling to the area, while reducing car use. The possibility of connecting the route to other sustainable transport interchanges will be considered as one of the targets of this measure.
In this measure Iasi and PTI will issue a tender for the operation of a shuttle bus service to serve commuters in the business district within the CIVITAS plus corridor.
By November 2008, Iasi will make a call for a bus company to operate a bus shuttle service (2-3 buses) that will serve a business district. The bus will be operational from month 20. A suitable business district within the CIVITAS Plus corridor will be sought and a route will be established. ARCHIMEDES will contribute to the tendering and monitoring costs for staff.
The measure is expected to encourage citizens to use public transport rather than their personal cars. This will stimulate partnerships with economic operators and develop economic relations between cities in the Metropolitan Area.
The final selection of evaluation indicators and methodologies will be specified in the final evaluation plan and be based on the interaction with the Support Action on Evaluation.

Interviews with passengers by TUI - Technical University of Iasi- are considered for the site evaluation to demonstrate the impacts of the measure. Iasi and PTI will keep track of passenger volumes and impacts on traffic flow and parking.
