Project summary

The BYPAD-platform aims to improve the quality of cycling policies and increases the cycle use and – safety, by implementing the audit in cities & regions. BYPAD was developped in a former SAVE project and its outcome is a profound evaluation report of the cycling policy hitherto and a tangible Bicycle Action Plan.

The platform safeguards a high quality by updating the audit method, by training qualified auditors, by offering a quality label.
The BYPAD-platform guarantees the exchange of experiences and good practices in cycling policies.
It wants to expand the BYPAD-network to the new EU countries and wants to train new auditors. The BYPAD method will also be adapted for regions (large metropolitan districts, counties, provinces, …) and for small towns. The exchange of knowledge will be improved by developing a good practice database and by organising different international seminars. The website, newsletters, regional workshops, … will continue in the platform.

- Developing a BYPAD-method for large metropolitan districts, agglomerations, counties, regions (= Bypadregion).
- Developing a BYPAD-method for small towns (= BYPAD-quickscan).
- Improving – updating the existing BYPAD-questionnaire (= Bypad-city).
- Training of new BYPAD-auditors, especially in the new EU-countries.
- Developing a best practice database on cycling (= feeding the ELTIS database).
- Organising regional workshops, international seminars.
- Maintaining a BYPAD-website, making a BYPAD-newsletter, giving BYPAD-lectures on conferences, writing a BYPAD-book on cycling policies in Europe.
- Promote BYPAD in new countries, cities, finding new auditors, …
- Safeguarding the BYPAD-quality standard by updating the method regularly with the input from all BYPADauditors and from the feedback from the cities/regions.
- Certifying BYPAD-auditors, Certifying/labelling BYPAD-cities, regions, countries.
- Preparing and advising the European commission for European cycling strategy.

STEER projects promote the more sustainable energy use in transport (i.e. increased energy efficiency, new and renewable fuel sources, and the take-up of alternatively propelled vehicles). The specific focus is on alternative vehicle propulsion, policy measures for the more efficient use of energy in transport, and strenghthening the knowledge of local management agencies in the transport field.
