Objectives/ Innovative Aspects

The main objective of this measure will be to increase the number of clean vehicles used by private companies, public institutions and private owners by developing local and national marketing activities. These promotion activities will focuses also on issues which will have the main objective to increase citizen’s knowledge and experience of clean vehicles, to develop training activities for drivers of alternative fuels vehicles and the development of LPG and biogas facilities - to determine the increasing of gas station for LPG, companies which could implement LPG facilities and cad dealers that could seal LPG cars

• Development of local and national market for alternative vehicles and fuels

Innovative aspects
Marketing of the use of LPG and biogas locally, targeting particularly vehicles that are used in sensitive and densely populated areas in the city centre. The measure will expose the practicalities of use of LPG and biogas as an alternative fuel to fleet operators in Suceava and cities from Romania.

Optimise the use of LPG and biogas clean vehicles locally, that are used in sensitive and densely populated areas in the city centre in order to replace the existing Euro 0 and Euro 1 owned by companies and citizens.

Development of local and national market for alternative fuels vehicles in the next 4 years.
Concurrent with their own effort to implement a cleaner public transport, Suceava Municipality will support the marketing of alternative fuel vehicles for private companies that provide public transport.

Once proved that implementation of alternative vehicles is feasible and more environmentally friendly (using vehicles owned by the local transport company), Suceava Municipality will extend the measure at large scale in the city (private transport companies, vans for goods distribution, taxis).

Start the preparation for having a national market for clean vehicles.

The measures

Concurrent with the own effort to implement a cleaner public transport Suceava Municipality will support the marketing of alternative fuel vehicles for private companies that provide public transport.

In order to have a less pollution public transport Suceava municipality will introduce a regulation for private companies which provide public transport: till 2008 40% of the private minibuses will need to be equipped with LPG or biogas facilities. The implementation of this regulation will be supervised by the Transport Department from Suceava Municipality.
Other new local regulation, created for marketing of alternative fuels , will impose that 80% of taxis which are operating in the city will have to use LPG fuel in the first stage (rehabilitation of the vehicles) and biogas fuel in the final stage (close to 2010) by purchasing of new vehicles.

Suceava Municipality will emit legal permission for circulation into the city only for taxis and minibuses which will respect the local regulation regarding fuel and level of emission.
The municipality will support the development of local market and local refilling network for alternative vehicles. Reduction of local taxes will be promoted in Suceava Local Council in order to encouraging utilization of less polluted vehicles and alternative fuels.
Some special promotion activities will be implemented together with car dealers in order to introduce new clean types of vehicles on Romanian.

In order to create an example at local and national level 1 municipal vehicle will be equipped with biogas facilities (engine conversion) till the end of the project if the bio gas market proves feasible.

The promotion of alternative fuels will be performed in two stages:
- first one will encouraging private owners to equipped their vehicles with LPG facilities (having in mind the economic situation at the moment is estimated that this measure will be most facile to implement in the first 3 years)
- second, concurrent with the development of alternative fuels vehicles market, the private owners will be encouraged to purchase new vehicles more environmentally friendly (promotion and introduction at large scale of hybrid vehicles).

The Vehicle Related Emissions Monitoring Group - a partnership between Suceava Municipality, Suceava City Council, the Local Transport Company, Environmental Protection Agency and the Health Authority – are working to marketing the use of alternative fuels within both the public and private sectors. As part of SMILE the work of the group will be expanded and will become more proactive in its activities.
Evaluation studies will be performed in Suceava in order to measure the possible impact of implementation of the new alternative vehicles into the city. A large amount of publicity will be raised to marketing the introduction of these new vehicles both in Suceava and at the national level.

Summary of risk analysis
General financial situation in Romania and especially in Suceava could influence the overall implementation programme.
Local decision which include restriction related type of vehicles and fuels are also difficult to implement without bad reaction from public opine.
As SMILE Project is very innovative it is expected that some technological problems could appear during the implementation.
Also implementation of the biogas facilities and the biogas busses could be delayed. The main reasons for this delay are connected with the poor development (almost inexistent) of the biogas facilities for PT and vehicles in general.

• 6% reduction in greenhouse gas emission from increasing (with 25%) of the number of private cars which are operate with LPG and biogas fuel
• Good local condition for future implementation of hybrid vehicles starting from 2014
• Avoiding CO2 emissions (40% reduction)
• Reduced emissions of NO x, PM and CO
