Improving public transport services, Sibiu - Romania

The project aimed to ensure that local public transport services met the needs of their users, and included changes to fares and the introduction of an e-card for the purposes of ticketing. The redesign of the services was based on an extensive survey of users’ needs and travel behaviours. This resulted in the development of a new plan for the city’s bus networks, to replace the old one that had been in place for 25 years.
In addition to the redesign of the bus routes, traveller information was improved, including an online trip planning tool, while bus stops were also improved. These changes were accompanied by improved staff training, increased cleaning of buses and a branding exercise to promote the local public transport company, TURSIB. The introduction of the TURSIB card that is valid on all routes, replacing the previous system of different fares for different routes, facilitates payments and the operation of vehicles. The improvements led to an increase in the number of paying passengers of 24% between 2009 and 2010.
