In the process of implementing this measure, new traffic organisation scheme in the town of Gorna Oryahovitsa and a feasibility study for a ring/by-pass road will be elaborated. This will help to reduce the number of heavy vehicles crossing sensitive urban areas.

Gorna Oryahovitsa is located in the central part of North Bulgaria, situated between the Sub-Balkan valleys and the Danube River. Numerous churches, monasteries and monuments of culture make the town a wonderful place to visit.








Objectives / Innovative Aspects

The objectives of this measure are as follows:

  • Elaboration of a new traffic organization scheme in the town of Gorna Oryahovitsa
  • Establishment of new traffic restricted area/s
  • Reduction of road traffic in downtown area
  • Improvement of conditions for slow transport modes in downtown
  • Reduction in the number of heavy vehicles crossing
  • Increase the number of parking lots.

The Measure

In recent years, motorization rate in Gorna Oryahovitsa area has increased more than three times. New industrial areas emerged in the town itself and adjusted territories. This resulted in increased car and truck traffic flows. Presently both local and transit flows pass through the downtown area and residential areas causing incident traffic problems, air and noise pollution. Traffic jams occur and high air pollution is measured during rush hours.

This measure will help to:

  • Develop an updated parking management scheme (research on the amount of parking places in the restricted area, elimination of on-street parking places)
  • Identify dedicated routes for the heavy vehicles
  • Establish traffic restricted zone in downtown area.

Implementation Status

MUGOR is responsible for the overall organisation and co-ordination and reporting of activities.

The Municipality of Gorna Oryahovitsa will be responsible for:

  1. New traffic organization scheme for Gorna Oryahovitsa
  2. Plan for restricted access in downtown area and dedicated heavy traffic routes in Gorna Oryahovitsa
  3. Ring/by-pass road feasibility study.
  4. Administrative procedures related to formal adoption of new traffic organisation scheme and Plan for restricted access in downtown area and dedicated heavy traffic routes in Gorna Oryahovitsa
  5. Organisation of open public procurement tender for detailed design of new traffic scheme in the industrial area-Airport and Container terminal area 
  6. Elaboration, adoption and implementation of the plan for restricted access in downtown area and dedicated heavy traffic routes in Gorna Oryahovitsa
  7. Monitoring of all data and indicators, related to traffic situation during the implementation stage to be used for the evaluation report
  8. Nomination of appropriate MUGOR staff to be trained
  9. Support in training organisation and logistic.

ITC will be responsible for the elaboration of:

  1. New traffic organisation scheme for Gorna Oryahovitsa 
  2. Development of a plan for restricted access in downtown area and dedicated heavy traffic routes in Gorna Oryahovitsa 
  3. Ring/ by-pass road feasibility study.

These activities will be implemented in close collaboration with main stakeholders as well as with City Council and Traffic Police. NRIA will be specifically involved in Ring/by-pass road feasibility study, while GORT and GOA will participate in new traffic organisation scheme elaboration.

Based on training needs assessment, ITC will draft training program, develop training materials and carry out the training. During the implementation period NRIA, GORT and GOA will record all relevant operational data, indicators, incidents etc. related to new traffic organisational scheme, to be used as input for the Evaluation report. Finally ITC will compile and analyse all information collected by other partners and will produce Evaluation report on the new traffic organisation scheme implementation in Gorna Oryahovitsa.

(Expected) Results

The expected results are:

  • Improvement of traffic situation and traffic safety (number of incidents) and disturbances
  • Restriction of heavy traffic and reduction of car/bus traffic in the downtown area (average daily and peak traffic per vehicle categories)
  • Minimisation of traffic externalities (air and noise pollution, accidents)
  • Improvement of life conditions for Gorna Oryahovitsa citizens
  • Training of Municipality and Traffic Police staff
